LPR/Vehicle attribute parsing from LPR cameras, stability fixes

• 3.3.21 Parse vehicle make/model/type, color, and license plate info from ONVIF camera metadata into object attributes when Import ONVIF metadata is enabled in the Video Source node.
• 3.3.22 ONVIF cameras served over HTTPS with self-signed certificates are now reported correctly
